African Americans are being arrested at rates that are nearly double the national average, according to a new study by an American group and African Americans in prison.
A report from the NAACP said African Americans make up more than 40 percent of the nation’s population but represent fewer than 10 percent of all federal prisoners, and are overrepresented in state prisons.
The study found that African Americans comprise more than two-thirds of those who have been convicted of crimes but less than 1 percent of federal prison inmates.
The NAACP is calling on Congress to reverse the trend and reduce the prison population, citing racial disparities in the criminal justice system.
It said African-Americans represent more than 60 percent of those serving time in state prison, yet make up just 13 percent of U.S. federal inmates.
And it said more than 10 million Americans are behind bars, and more than one-third of them are African American.
A total of 1.6 million African Americans have been incarcerated in the U. S. since 1980.
The report, published by the American Civil Liberties Union, was commissioned by the National Coalition for Black Lives and the NAACP Legal Defense and Educational Fund.
The group analyzed more than 30 years of federal data, including arrests and convictions, incarceration rates and the number of federal inmates serving time for drug offenses.
The number of African Americans incarcerated has increased steadily over the last decade, according the report, and the black population has increased at twice the rate of the white population.
The racial disparities were especially apparent in prisons for nonviolent drug offenses, where black inmates were arrested at twice as much as white inmates.
“It’s not that black people aren’t being arrested for drug crimes.
It’s that they are arrested for drugs and drug crimes at the rate that whites are being stopped for violent crimes,” said Mary Louise White, the lead author of the report and a senior fellow at the National Bureau of Economic Research.
“But if we are going to fix this problem, we need to fix it in a way that is fair and doesn’t make it easier for them to get out.” “

The NAACP study said black prisoners are disproportionately targeted for criminal offenses, including theft, carjacking, assault and robbery.
Inmates were more likely to be sentenced for violent offenses than the general population, according for example, and black people are five times more likely than white people to be killed by their fellow inmates.
It also found that the prison system often fails to adequately house and provide medical care for prisoners.
And the report said that African-American men were also disproportionately denied parole.
“If we don’t invest in housing, providing mental health care, providing health care for inmates, we don and that’s why we are seeing the number [of] people who are incarcerated for nonviolent offenses increase,” said White.
The American Civil Rights Union, a civil rights advocacy group, also called on Congress and the federal government to increase the prison sentences for non-violent crimes.
The organization released a report in August detailing the statistics showing the disproportionate effect that drug offenses are having on black men.
The Justice Department and other federal agencies are required to report to Congress every year on the racial disparities that affect minorities in the federal justice system, according, the NAACP report.
The federal government is also supposed to report racial disparities to the federal census, but the data isn’t collected annually.
In 2018, the census bureau said that the federal criminal justice systems population was more than three times the number that African American Americans make.
The FBI said that it doesn’t have the data to confirm the figures, but that the FBI is working with federal officials to do so.
It noted that the report also noted that white and Asian Americans were disproportionately overrepresented among the criminal defendants.
